In 1999, a group of naval architects and marine engineers with extensive experience in construction and regulatory aspects met to found AQUAPAR Consultoria Naval, with the purpose of offering advice to companies engaged in waterway transportation to start or expand their business in Brazil, aiming at the understanding of legislation and incentives available locally.

AQUAPAR specializes in providing support to companies in obtaining financial support for the construction of vessels and shipyards and in the monitoring of their works for the purpose of the release of funds by the financial agents of the Merchant Marine Fund (FMM). It participated in the financing project for the construction of the first shipyard to use FMM resources, and in the monitoring of its construction related to the release of resources by the BNDES. In all, it participated in projects whose contracted financing reached a volume of more than US $ 4.0 billion and includes the construction of 4 shipyards and 40 projects of construction of vessels.

Over the years, AQUAPAR has consolidated its position as a consultant in Brazilian regulatory support for national and international clients, focusing on oil and gas maritime activities, water transportation, shipbuilding and repair, and chartering and importing of vessels and registration in Brazilian flag (REB).

AQUAPAR is a reference in the consultancy of processes of obtaining financial support for projects in the maritime sector and in regulatory support in the implementation and operation of naval ventures.


Today, the company is able to execute a wide range of consulting services for the shipping companies and maritime support shipping companies, oil and gas companies, banks, insurance companies, equity investors, entrepreneurs and users in the naval industry.

Since 2013, AQUAPAR has been contracted by Banco do Brasil and Caixa Econômica for the issuance of technical reports, asset evaluation and monitoring and monitoring works financed for the shipbuilding industry.

Economic studies that include analyzes and forecasts for markets in the production, distribution and transportation of oil and derivatives; shipbuilding and repair; maritime support and water transportation of commodities and containers, have been part of AQUAPAR’s range of services. These studies have been of great value for making decisions involving acquisitions and can also evolve to the elaboration of the Business Plan, for which AQUAPAR can also contribute.

The experience of the AQUAPAR team is also available to act in the complex negotiation processes to solve situations in which shipbuilding works are interrupted or present rhythm incompatible with the contractual terms, recurring events in times of economic crisis. This work consists of preparing a budget review, controlling the costs for the completion of the works, defining programming, reconciling the discussions among the different parties and assuming the management of the model that will be chosen for the execution of the works.
