In 1999, a group of naval architects and marine engineers with extensive experience in shipbuilding and regulatory aspects met to establish AQUAPAR Consultoria Naval Ltda, with the purpose of providing technical consulting to companies operating in the naval and maritime sectors, supporting their establishment and business expansion in Brazil, and ensuring a complete understanding of local legislation and available incentives.
In a short period, AQUAPAR became a reference in providing support to companies in obtaining financial support from the Merchant Marine Fund (FMM) for naval construction and in the monitoring of their works for the purpose of the release of funds by the financial agents. Overall, it has participated in projects whose contracted financing has exceeded US$ 5.0 billion, including the construction of four shipyards and 40 vessel construction projects.
Since 2013, AQUAPAR has been supporting Banco do Brasil and Caixa in the preparation of technical reports, asset valuation, and the monitoring and supervision of projects financed for the shipbuilding industry.
Over the years, AQUAPAR has consolidated its position as a consultant in Brazilian regulatory support for national and international clients, focusing on oil and gas maritime activities, waterway transportation, shipbuilding and repair, and chartering and importing of vessels and registration in Brazilian flag (REB).
In the 2023–2025 period, the company successfully participated in the processes to obtain the first authorizations for Brazilian Shipping Companies (EBN) in cabotage under the BR do Mar program (Law No. 14,301/2022), including the first international oil company (IOC) to become an EBN, reinforcing AQUAPAR’s pioneering role.
Today, the company can execute a wide range of consulting services for the shipping companies and maritime support shipping companies, oil and gas companies, banks, insurance companies, equity investors, entrepreneurs and users in the naval industry.
Economic studies that include analysis and forecasts for markets in production, distribution and transportation of oil and its derivatives; shipbuilding and repair; maritime support and waterway transportation of commodities and containers, have been part of AQUAPAR’s range of services. These studies have been of great value for making decisions involving acquisitions and can also evolve in the elaboration of the Business Plan, for which AQUAPAR can also contribute.
The experience of the AQUAPAR team is also available to act in complex negotiation processes to resolve situations in which shipbuilding works are interrupted or present a pace incompatible with the contractual terms, recurring events in times of economic crisis. This work consists of preparing a budget review, controlling costs for the completion of the works, defining the schedule, reconciling discussions among the different parties and assuming the management of the model that will be chosen for the execution of the works.
